This is a Racycle Bike Frame that would of come with wood 28" x 1 1/2" wheels and tubular tires. Pretty sure it's 1910 or later due to the crank mechanism that came off this frame. This Racycle Frame was Made by Miami of Ohio and was Possibly was used on other Miami Made Bikes like Flying Merkel, Hudson, and others. OK Frame, Used, has some dents, drop out flair, had a hole under the top tube (can't tell if someone did it or it was factory), bad over spray paint, measures approx 22" center to top, pretty sure that makes this a 22" frame.
