A: Make sure the water arms are pointing in a clockwise direction. If they're not, adjust them and it should move forward.

A: They need to be facing opposite directions so that they will spin. If you want a wider area covered, tilt the ends up a bit. Smaller coverage, keep them exactly level or down a bit.
