The blower motor resistor is used to control the speed of the blower motor (fan). It does that by adding resistance to the blower motor circuit in lower speed settings (1, 2, 3).

Symptoms: Interior fan / blower / heater only running at one speed or not blowing at all, smoke or smell of burning from fans, fans running when engine / ignition is off, fans only blowing cold air or at one temperature.
