This is the Phantom Menace Jedi Duel Darth Maul with the Black Vest Variation. The common Maul has the entire chest area from his neck down to his waist painted Grey. The Black vest Maul Variant is very Rare and still highly sought after. Do not be fooled by these Know nothing sellers I see right now Claiming to have Black Vest Mauls, they do Not!
