You are looking at an LAPD Newton Division aka "Shootin Newton" or "Lucky Thirteen" jacket.  It is a Dickies Eisenhower lined jacket with silver and black embroidery.  New reduced price!  Plus a free size 3X t-shirt ($15 value).

The left chest has the skull logo embroidered on it.  If you look closely, the rim of the helmet reads "Shootin Newton" and has a 13 in the center. The right shoulder has the official division logo embroidered on it.  The 13 is the divisions official division number.  NEWT is the official abbreviation for Newton.  It reads "Est. 1925" under the NEWT.  The three failure drill bullet holes are on the bottom clover.  The left shoulder has a subdued American flag.  The jacket is lined but does not have an inside pocket as pictured.

Newton Division is one of four LAPD patrol divisions that patrols South Central L.A.  It's earned its nickname of "Shootin' Newton" due to the violent shootouts with the criminal element since 1925.  Hollywood even made a movie about this place in the movie "End of Watch".
