Greetings, true believers!  This is a new, but opened NIGHTSISTER (MOTHER TALZIN, THE SITH WITCH) action figure, from the 2012 Star Wars "The Clone Wars" collection by Hasbro.  This great animated series figure comes with a red lightsaber, and the card and display stand from the Galactic Battle Game.  This was only available in the "Darth Maul Returns" boxed set.  The figure is new and still in the plastic (as pictured), only opened to separate the figures.  These were TARGET EXCLUSIVES, out of production, so scoop mine up now!
