A Centerpiece to any Wallace and Gromit collection

This is from a still from an early Wallace and Gromit film 

"The Wrong Trousers" and was purchased by by friend in what he can only recollect as "the early 90s"

This item is so unique, I cannot find another like it or any listing for it anywhere. Expertly crafted, with a keen attention to detail and very well preserved.  Pristine condition, save for a mark on the cream colored back (back has a scratch--see photos) attached to the base (see pictures). 

I'm not sure what material the base consists of.  It may be Stoneware, but unsure. The figures and tableau seem to be ceramic. It was manufactured  in China. There is great attention to detail, from the intricate wallpaper to the dog and penguin sailing along on the painted toy train.  sticker on the green felt base that seems to say:

This is a still from the scene in the film "The Wrong Trousers" that takes place on a runaway train. I'm sorry that I cannot offer more information about it but if there are any collectors who have more information about it (or other pieces like it) I would be very pleased if you could message me with any additional information about it!
