You are looking at the NeGcon Controller by Namco for the Sony PlayStation. This was used mainly to play certain racing games on the PlayStation console - notably Namco’s own Ridge Racer series, though other games (including some from the Wipeout franchise) were also compatible. The controller twists in the middle to help manipulate steering and the I and II buttons have a 7mm recess to help with analogue control typically used for acceleration and braking. The controller is in very good condition as you can see with clean face and shoulder buttons and D-pad (very slight yellowing to a couple of small areas on the back) and has been personally tested on my own PlayStation console (with Wip3out no less!) and does work perfectly.
