Storm Shadow (v19) was released in a three-pack as part of the twenty-first series (2005). The pack also included Red Ninja Viper (v2), Snake Eyes (v25), and a reprint of issue twenty-one of the comic book. While available through some on-line vendors at the end of 2005, Tommy Arashikage is considered a part of the twenty second series (2006). Initially this figure was only available through as DTC (Direct to Consumer), but was later released in Toys R Us stores.

The figure was included in a Comic 3 Pack, reprinting Marvel's Issue 26. The pack included CLASSIFIED, Lonzo R. Wilkinson, Tommy Arashikage, and the Issue 26 Reprint.
