It appears that back in 1993 Ace Novelty Company imported 5 different Eitech metal construction sets (similar to erector sets) from Germany and marketed them under the "Popular Mechanics" brand. This is set number 4. It includes an electric motor. My best guess is that this set is intended to build various small motorized models and/or be added to other sets to motorize and expand them.
