Picked this up second hand at a yard sale. Sealed bags were inside of a very destroyed Lego 6211 box which is not included in this listing, as it was nearly disintegrated. 22 sealed bags included. Missing bag #1 which contained the minifigures. Therefore, there are NO minifigures included. Because of this, this is listed as incomplete.

Based on google research (google lego 6211 23 sealed bags) it does appear that 23 bags is the correct number (please take the time to look this up research yourself as well). 23 - 1 (bag #1) leaves 22 which is the number of sealed bags included with this listing.
