Brand new, chrome-plated, perfect.  The only way to remove those chrome seal holders unless you're a monkey-wrenching, knuckle-dragging mouth-breather.  Also functions well as a Klingon war weapon.

This beautiful tool should be in the toolbox of every owner of a vintage Norton.  Should fit just about any early chrome fork extensions, to my knowledge, the type with 180 degree external drillings for a pin spanner.
