This is the Cell Games Saga Cell & Cell Jr. figures set from Dragonball Z that was released by Irwin Toys in 2001.  It is mint on sealed unopened card.  The card and bubble are in very good condition, the card having some unevenness and bubble is clear.  I bought this figure at time of issue, and it has been stored in a box within a room of my California home.
