You are looking at bungee (aka shock cord) tether leash cord used to hold about anything you take with you on your watercraft.  Common items the tether is used to hold are: Paddle, Ore, Fishing Pole, GoPro Camera, Tackle Box, Cooler, Shoes, Cell Phone, Personal Belongings Box, Camera, Ect.  One end of the tether has a aluminum clip hook carabiner that connects to most of the pad eyes out there on the market or any bungee/rope holding system.  The other end is a heavy duty reusable velcro hook loop strap.

Cord is about 42" long which is a great general purpose length

I USE ALL PREMINUM MATERIALS AND U.S.A. MADE WHERE POSSIBLE.  Bungee Cord is 100% Marine Grade that is Mildew and U/V resistant put together with Stainless Steel Hog Rings that that will not rust, then protected with U/V resistant PVC heat shrink wrap to prevent any scratching. The velcro strap is Marine Grade which is Mildew and U/V resistant and the carabiner is made of Aluminum which is corrosion/rust resistant.
