Story: 
In the heyday of Qing Dynasty, a big strike happened in a mine in Yunnan province south China. Minister Qian recommended Li to investigate the case. Li boldly executed the corrupted directors in Yunnan and put off the turbulence. Li was awarded.by the emperor as the no 1 Envoy, while only Qian began to suspect the fact. He refused the marriage endowed by the emperor and went to Yunnan to detect the case personally.. A more terrible secret was revealed. Li was committing smuggling with overseas groups and killed all the persons who knew his misdeed. It was Qian himself who captured Li and sent him back to the imperial court under chain.
