A mixture of 100 (103 actually) Winnipeg tagged stamps (there may be the odd Ottawa tagged when the normal issue was untagged)

Because there are not a lot of Winnipeg tagged stamps, there is duplication, sometimes heavy for some issues. As with any mixture likely some mixed condition too.
