This was hand made in Italy for the Palo Alto cycling team I think about 1974. I do not know who made it but you can probably find out with some research.

I found an advertisement with the specifications in the last picture.
Rear spacing is 126mm
Bottom bracket is Italian threaded.
The paint is pretty rough but I did not want to lose the original paint or decals by refinishing it.
Under the top tube is rusty probably from someone with alien sweat riding it on a trainer and not wiping off afterwards but I don't think it affects the integrity of the frame at all. I think it could be sanded and smoothed with body filler, JB Weld or the like of you wanted to refinish it.
JB Weld can be powder coated when done properly. (no bubbles)
I cannot find any cracks or dents just chipped paint and the rust I mentioned.
The headset is surprisingly smooth for how crusty it looks.
