This is a new reproduction cast bracket lamp hinge. This is the part that you screw into the wall and the rest of your lamp bracket slips in and hangs from.  You see a lot of the old brackets for sale but they can be missing this piece.  3 & 5/8" tall . Hole for your bracket to slide into is about 3/8" wide . You can get the full understanding by looking at photo number 3.
