 The medal was instituted by the Decree of the Presidium of the Supreme Soviet on May 1, 1944.

Position of the coin.
 
Medal "For the Defence of Moscow" was awarded to all participants in the defense of Moscow:
• All military and civilian part of the Soviet Army and the NKVD troops who participated in the defense of Moscow at least one month during the period from 19 October 1941 to 25 January 1942;

face of the civilian population, were directly involved in the defense of Moscow at least one month during the period from 19 October 1941 to 25 January 1942;
• Military units of the Moscow air defense zone and MoEHE parts, as well as those of the civilian population - the most active participants in the defense of Moscow from air attacks of the enemy on July 22, 1941 to January 25, 1942;
• military and civilian personnel of the population of the city of Moscow and Moscow region, took an active part in the construction of defensive lines and structures defensive line of the Reserve Front, Mozhaiskii Podolsky lines and bypass Moscow.
