These are either brand new and repackaged for resale or

they have been minimally played with.

My suggestion is, as with any product when you receive it

wash it off or wipe it with a wipe. 

These are not from a pet free or smoke free home, 

but they are plastic toys, 

any issue is not hard to fix with a mild soap and water.

Shipping is $2.85 for the first minifigure, 

 additional figures are charged as the weight increases.
