This particular variety of highly ornamental tree is well acclimatized and it successfully withstood temperatures as low as -25...-20°C  (-13...-4°F) during several cold winters.

You can start germinating indoor in February-March or later. Young seedlings need to be replanted one per pot, and for their optimal/fast growing it is preferably to do so as soon as you can handle them properly. Plant outdoor anywhere starting from April-May (depending on the temperature in the spring) but not later than August. By the time of outdoor planting, if everything done properly you'll be able not only to choose for keeping the best plants but also to give away the others. From 200+ seeds one can easily get 50+ seedlings so it might be a good idea to prepare yourself for making a very nice gift to your friends, relatives, neighbors etc. or to locally sell the surplus.

Seeds are ready for dispatch (worldwide delivery in an A6 envelope by international mail service), are fresh (2015), were not treated, and I did check the germination rate which is well above 70%. All seeds under this sale were taken from the very tree pictured above. Growing it for lumber and/or biofuel is possible but quite challenging if you're not experienced and not living in a warmer zone.
