No one has put forward a conclusive reason for Zappa to wear the PIPCO t-shirt on so many occasions. 
I read that Zappa himself said that it was a minor league football or baseball team from out L.A. somewhere. This has not been substantiated. 
There is another story that the t-shirt was a promotional device for a Pipe company in Santa Barbara.

  Ok, pony up: I'm pretty sure that in one of the late great issues of Society Pages, this was discussed. 
 It appears to be an industrial baseball team T-shirt that FZ picked up somewhere. And it would seem that it was pronounced pipe-co.

 Frank Zappa: Pipco ... it baffled me for a long time. Turns out to be a little league shirt from Santa Barbara, a Santa Barbara pipe company, I believe.   
 DS (laughs): So, maybe it was [pronounced] "Pipe-Co".   
 FZ: Yeah.

  That same t-shirt can be seen also on the front cover of WOIIFTM CD and on 1966 MOI concert photo ( check D.Walley No Commercial Potential book pp.78-79 )


Frank Zappa smoking a cigarette and signing autographs after a Mothers of Invention concert at Muhlenberg College on or about April 26, 1969. 
 The headliners were the Turtles, who went on first. Nearly everyone left when the Mothers of Invention hit the stage. 
After the concert I took this photo and the few remaining teenaged hardcore Zappa fans (and their girlfriends) started clearing out. 
 Frank was left sitting on the bleachers by himself. I tentatively approached him ("Hey Frank can I ask you a question?" "Sure, kid") about the cover of the Lumpy Gravy album and the PIPCO T-shirt. 
He said it was a Little League T-shirt and that Pipco pipe company of Santa Barbara, CA was the sponsor.

OK, try this out...PIPCO stands for Partners in Plastic, the circa 1948 company formed by World War II flying aces Fred Morrison and his financial backer Warren Francioni. Fred invented and developed the world's first plastic flying disc, the...Flyin' Saucer (extremely rare). These discs were manufactured at Southern California Plastics in Glendale, Ca. Shortly thereafter, Fred on his own developed a second disc, named the Pluto Platter. This is what Wham-O bought from him, eventually adding the word FRISBEE to the top, making Fred a very rich man. I met Frank here in LA along with 2 of the best Frisbee Freestylists in the world who played to Frank's music exclusively in competitions. WE PLAYED FRISBEE FOR FRANK WHILE HE PRACTICED WITH HIS BAND FOR A TOUR. He loved it!!!. Enjoy!

Actually the name of the PIPCO company that produced the very first plastic flying disc in 1948 did NOT stand for "Partners In Plastic" as one person reported. That is a much circulated myth. I co-wrote the definitive book on the history of the Frisbee with Fred Morrison himself who admitted that he had come up with the name PIPCO and it stood for "If it's a PIPCO product, it's a pip!") A pip at the time meant "humdinger." Phil.
