This is a Neat Vintage Shabby Chic Hanging Swag Ceiling Light Fixture 

It has it's original pale yellow paint. There is some dirt, rust and paint loss in some areas. You could repaint it or leave it as is. There are no dents or damage to the metal. I assume it is wrought iron.

 It features twisted metal and leaves that surround the 4 chandelier base light bulb sockets.

 It hangs down 30" from the ceiling

 The actual fixture is approximately 15" tall x 12" wide at the widest.

It works great.

There is no makers mark that I can find....so I have no idea who manufactured it or how old it is. Perfectly shabby chic!!

It doesn't come with the light bulbs. Sorry...i need those to test other fixtures.
