Vintage Brass Metal with Raised Old World Figures in the Designs on this  
Umbrella or Cane Stand/ Holder or a nice Tall Floor Vase
or could even be used as a Tall Trash Can/ Wastebasket.   Made in England. 

Measures overall approx.   18-1/2" Tall   x  8-1/4"  top & bottom rim diameter.
Inside diameter approx.  6".   

Weighing  2 lbs.  4 oz. without any packaging material.

I have no idea of the age, purchased at an Estate Sale.

Good Vintage Condition showing signs of age & use.  The brass finish has Scratches, dark spots & Patina.
Especially the Bottom rim has a more rustic appearance with some dents & dings. 
I have not tried to clean it in any way, just as purchased.
