You will receive a link, which will allows you to activate the game(s) on your Steam account:

After you have installed the Steam Client, created a Steam account and logged into the Steam Client using that Steam account you can activate your game(s).

1. Go to your eBay inbox or your email inbox for the message which contains the unique link.
2. Double click the activation link or copy and paste the full text of the link in to your web browser.
3. You will be taken to the following screen where you have 2 options: accept or decline gift.
4. Once you accept the gift you will have the option to add the game to your Steam library or to your Steam inventory.
5. Add the game to your Steam library.
6. Go to your library page (Steam client), select and install the game content to your machine.
7. Once a game is downloaded and installed, you can start it via your Steam Library of Games by selecting the game from the list then click play.
