The Under Layer of Glow In The Dark material needs to be charged before you will see the glow.  Sunlight and UV Blacklight work the best - other strong light will also work but it will take a little longer.

Best viewed in very dark conditions, the Glow appears bright - ideal for marking personnel or highlighting uniform, pockets etc.
