I sometime use the Global shipping program from EBAY , I have no control as to what they charge !

I will ship overseas but prices are much higher .I have successfully shipped to France ,Germany ,Russia, Australia, England, Ireland, Japan, China. International shipping with insurance is $60  ( in the USA to insure a package of a certain size and weight , you have to go priority international which is more expensive , then you can add insurance to it ) if you choose uninsured ! it is at your own risk !!!
