This item comes complete with fitting kit and instructions.  

This item is known as a noisy dump valve as it allows boost pressure to be dumped to atmosphere when throttle is closed after hard acceleration allowing turbo to continue to spin at high speed ready for when the next time the throttle opens helping to eliminate turbo lag.

Hence making a loud hissing sound when you change gear etc.
