Lovely circa 1920 garter.  Machine made Chantilly lace attached to silk ruched elastic.  The rosettes seem to be made of 

satin as they are a bit thicker than fine silk ribbonwork.  The black silk ribbon is hand stitched.  The ribbonwork roses are 

dirty from handling.
