Hello and welcome! This is a beautiful vintage set of tobacciana. A table lighter (needs flint, so could not test) and a cigarette or match holder made in Occupied Japan. The silver is worn on both pieces. It don't believe this is silverplate. Just a silver sprayed metal. They are very heavy and the pattern is very ornate on the lighter.

Lighter measures: 2-3/8" tall, 2-3/4" wide and 2" deep. The holder measures 3" tall, and 2-3/4" diameter across the opening at the top.
