This is a non-Takara, Chinese Devastator Jr. Mini set.  This is not the super-small set...this one is similar in size to Sixtrain, Sixturbo, etc.  There is a Micromaster Sixbuilder in one of the pictures for size comparison...that Sixbuilder does NOT come with the Devastator.  I have a few of these, so the set you get might have very minor differences in paint or stickers from the pictures.  Quality is pretty darn decent for a China resize.  Looks good in Devastator mode.  NOTE: This is a display piece only...too fragile for kids.
