Soap bag: Soap uses up fully ~ No waste. 

When a bar soap is running low, your only choice is to fiddle awkwardly with the remaining soap, which is annoying. Even though small pieces of soap looks unsightly in bathroom, but it is a shame to throw it out.

Here is a third alternative: a soap pouch made of sisal which one can insert the remnants of your favourite soap. 

It is far more comfortable to use. It can lather soap till the last bit with no waste. On the same time it gives all the advantage of a well-scrubbed body.

Made with medium hardness of sisal, being gentle to skin but still give sufficient exfoliation.
