It was a prize for the Konami Tsum Tsum arcade game from Japan. It has a chip in it to play each character in the arcade game and can be added to your Konami account.
Comes in the original gachapon capsule ball packaging, only taken out of it's capsule for the photos.
Size of the tsum tsum is about 1 inch.
