Condition is mint, unused in the original clamshell box. I've seen these before, and I assume that the state governemtn bought plain high polish Zippos and had a jeweler mount the emblems and repackage the lighters in clamshell jeweler boxes. The lighter is in perfect condition with no handling marks. The emblem is 10k gold and has 3 rubies. The original insert is unlit and in perfect working condition.
