Typically this means that someone has purchased a pair of shoes, tried them on at home, realized they didn't want them (fit, color, price, etc), and returned them to the store. Nearly all department stores and major online retailers allow returns of shoes in good condition, but even if the shoes are in brand new condition, the original retailer cannot re-sell those shoes to someone else as new.
1. New: The shoes may not have tags or boxes, but the shoes show no visible signs of wear.
2. Tried on: These were tried on by the customer so there may be a crease in the toe or a scuff, but usually these are extremely close to new, and not worn outside.
3. Worn once: Sometimes a customer will wear the shoes for a day before realizing they don't fit correctly and return them. The shoes are still in like new condition, but the leather may have a crease at the toe, and the bottom of the sole may show that it has been worn.
4. Worn a few times: Sometimes a customer will give the shoes more time to break in and wear them outside more than once. If they still don't fit right, the customer will return the shoe. The shoes are still in great condition (or the store would not accept the return) but you can tell they have been worn more than once.
5. Pre-owned: Shows signs of wear on the out soles & insoles from being worn for a season
