Best Offers

Our aim to is to give every buyer the best value we can and make a reasonable profit. We are a profit making company and not a charity. We cannot continue to offer our low prices and great service if we give our merchandise away. We only decline offers that do not make sense (cents) for us to accept.

For us best value is not just the lowest price on eBay, but the best overall value of product price, free goods - if offered, shipping price, our super fast shipping and Top Seller customer service. When you compare our offer to other sellers, compare the total package!

Philly Photo uses the Best Offers feature for several specific reasons:

  1. eBay allows us to offer Free Shipping to US buyers but this puts international buyers at an unfair disadvantage since we must always pay shipping. We feel this is unfair, therefore we use Best Offer so that international buyers get the same discount given to US buyers for the free shipping. US buyers should be aware that we will often decline their offers because the free shipping is the Best Offer available for that item. This is often the case with items under $100 or items shipped to the west coast.
  2. Many suppliers require that we post a fixed Minimum Advertised Price. For these suppliers we use the Best Offer feature so that you can purchase the item at a discounted price. In many cases we also offer free goods or free shipping on these items. US buyers need to calculate the free shipping as part of the discount, since we are paying the shipping. Depending on the offer, we will also not include any free items with Best Offers.

We carefully analyze each and every offer to see if it makes sense for us to make the deal and we really want every sale we can get.

Free Shipping

The truth about "free" shipping, not surprisingly, is that it is not really free. UPS, FedEx, and the US Postal Service do not deliver packages for free. When anyone offers free shipping it means you, the buyer, are not paying for shipping but the seller is. Since there is a cost to this, it ultimately affects the discounted price of the products we offer and how we calculate best offers.  With lower priced items (items under $50) there are times when the cost of shipping exceeds the amount we would allow for a discount.

Payment Terms

Philly Photo Supply sells and ships worldwide as long as the item is paid for in full, using an acceptable method of payment, regardless of nationality, class, race, creed, color, or sexual orientation. We are only limited by the import laws or postal regulations of the destination country. The rules below only apply to payments and are not a restriction on the ability to bid and buy. If you are a legitimate buyer, we WANT your business!

All items must be paid for in five days from end of auction
unless prior arrangements have been made.

We accept and prefer PayPal - the online payment system but we also accept Visa, MasterCard, American Express, Discover and other forms of payment that eBay prohibits listing here. Email for details.

Philly photo Supply reserves the right to refuse certain types of payment if we feel it is in our best interests to do so. A buyer is still required to complete a transaction with some other mutually acceptable means of payment should we refuse to accept an invalid payment type.

Feedback Policy

As a seller on eBay, we understand first hand the importance of feedback. We have been selling on eBay for over 10 years and we have always left feedback for our buyers, always, regardless of whether or not feedback has been left by the buyer. Our primary concerns are shipping your order accurately and fast, maintaining sufficient inventory to meet the needs of our customers, and insuring that our listings are both accurate and priced competitively. Return Policy

Items purchased from Philly Photo Supply maybe returned within fourteen (14) days from receipt of the product for refund or exchange under the following conditions:

Buyer must obtain authorization prior to returning an item.

Buyer pays return shipping.

Item must be returned in the same salable condition as it was when shipped. Item must be returned with complete packaging, tags, labels, instructions, and original manufacturer supplied accessories. Returned items will be inspected upon return and should the item be incomplete, show signs of use, exhibit damage, contain stains or odors from cigarettes the item will be returned to the buyer at the buyers expense. Items returned with missing packaging or accessories maybe assessed a restocking charge.

Refunds for items offered with free shipping will have the outbound shipping deducted from the refund.

Items damaged in transit cannot be returned. Claims must be made with the carrier. Please retain all shipping boxes and shipping materials until a claim is filed.

Used items and opened media (DVD's, CD's, Software) cannot be returned.

Shipping Information

For Continental US shipments, we use FedEx, UPS and US Postal Service. For non US information see below.

When offered, Free Shipping is for ground shipping to the 48 contiguous states with our choice of carrier.

There maybe a slight surcharge applied to orders shipped to AK, HI, PR, VI, Guam, APO, FPO or areas classified as "remote" by UPS. We ask that buyers from these location request a quote prior to buying or wait for a final invoice prior to making payment. Do not assume that we will pay 100% of the shipping to remote locations.

We offer the following international shipping services:

    1. First Class Mail International - very inexpensive and slow shipping method for items under 4 pounds (1.8kg) and less than 18 inches (70cm). There is a certain degree of risk with this shipping method as there is no tracking or insurance available. This service is only available to buyers from Canada, UK, France, Germany, Switzerland, Australia, Norway, Sweden, and Austria.
    2. Priority Mail Flat Rate (Padded) Envelop International - a moderately priced, medium speed service that includes insurance but NOT point-to-point tracking to most countries. The same price for small items weighing from 1 to 4 pounds (.45 to 1.8 Kg)
    3. Priority Mail International - a medium speed service that includes tracking and insurance to most countries.
    4. Express Mail International - the fastest solution from the US Postal Service, includes tracking and insurance, with service guarantees to many major international cities and available to most countries. most countries.

Customs and Import Duty

Importation of items from another country can cause significant delays in the arrival of your item. We will can give the approximate shipping times for the arrival of your item but these do not allow for delays by customs officials in both the US and at the final destination. Please consider this in your expectations for travel time and in leaving appropriate feedback. We will remove any feedback that refers to slow shipping caused by customs delays.

Most foreign countries impose a duty, customs charge or value added tax on items shipped from the US. This charge is added by the shipping company, not us, and collected at delivery. This money is collected by your government and none of it comes to us. Please check with YOUR postal or customs authorities to determine the amount and reporting requirements. We have a difficult time understanding our own tax system and we have absolutely no desire to figure out the customs of the 50 or so other countries we ship to.

We will not under-value or declare items as a gift on customs forms to enable the avoidance of customs fees. This is against US and international Postal Regulations.

We accept no responsibility, financially or legally, for any customs duty or VAT charged to items upon final delivery. These charges are the buyer's responsibility. Please check with your country's customs office to determine what these additional costs will be prior to bidding or buying. We will remove any feedback that refers to unfair customs charges.
