Lappet apparently formed from a border, as the motifs are directional sideways rather than  up and down, as would be expected for a lappet.  The side edges also do not match.  What makes the piece so remarkable, however, is the Argentina background mesh.  It clearly was not contemporary with the motifs -- but apparently a later work.  What would be expected is a simpler rather than a more complex mesh - or a machine mesh.

The buttonhole raised edge also appears to be a later addition.  From both a lacemaking and historic standpoint, it is a really extraordinary study piece.

About 34 inches long, about 3 1/2 wide.
