Here is how I did it:
1) I contacted OPTION.COM support and after a few back and forths, they provided the drivers. I will put the link here, I dont know how long is it good for. If it breaks, you will need to write them yourself or I can send them to you. There isnt a nice Setup
option so you will have to go to device manager and add the drivers manually. It does a pretty good job of figuring out which driver to use.

2) I downloaded the AT&T Communications Manager. There are several versions on their website, and I tried them all. The only one that worked was the GLOBAL NETWORK CLIENT v8. The others could not see the Option card, but this one could. It would give
me statistics on the card, but the CONNECT button doesnt work. You get an error almost EVERYTIME.

3) After you have the AT&T Global Network Client installed, it will detect Ethernet (if plugged in) Wifi AND Celular. CLICK the
CHANGE CONNECTION SEQUENCE button and select CELLULAR ONLY CONNECTION. All of the connection sequences at the bottom will dissappear and you are left with CELLULAR only. At this point, you can close the Global
Network Client software. You dont need it anymore, (Just dont uninstall it)
4) Now, on your network indicator in the system tray, if you touch it, you will see everything you can connect to. You should see "Mobile Broadband Connection AT&T" (in the picture below, mine says "2" because I uninstalled everything
and reinstalled it to verify it wasnt a fluke).
5) The first time you click on "Mobile Broadband Connection AT&T", it asks you for the access network, username and password. Enter this:

ISPDA(at)CINGULARGPRS.COM
CINGULAR1
It will take a couple seconds, but you should get a network symbol and if you click on it, you will see Connected and you can try it out. You might want to mess around with the Global Network Client and see if you can determine a setting that will enable
you to use the GUI, but for me, using the standard Windows network dialog is better.
With this information, the driver link I posted earlier, and the helpful posts from Screwba, Lerun, MaximumYoda, Paul and everyone, you should be able to get Windows 7 working on your Samsung with full capabilities of the retail version.
If I have time, I might start again from scratch and write a step by step guide.
