When it was discovered these covers where flown aboard Apollo 15 and not registered in a PPK manifest NASA and the government took a closer look. In late 1972 a congressional investigation wanted to make an example of the astronauts and so NASA had no choice but to suspend them from active flight status. NASA and also confiscated the surviving 298 covers. Then in 1983, 260,000 covers from the United States Postal Service were flown aboard the space shuttle. These were then offered to the public at a minimal cost. When Al Worden  saw the similarities between his confiscated covers and those on STS-8  he sued the government for the return of his crews 298 postal covers.
