these measurements (in inches) are the minimum and maximum circumference (distance around) of the devices.  as boots are sized by the foot and not the calf there is no direct correlation between the size of the boot and which size stretcher you will need.  you need to order the largest stretcher that will still fit inside your boot calf (inner circumference).  it will then hopefully expand large enough to reach the size of your calf/ankle in the too tight section of the boot.

as an example, if your boot measures 14.5 inches around (on the inside) where you need to stretch it, but your leg is 16.25 inches around.  looking at the available sizes you can see that the size 4 is 14.25" around and will therefore fit inside the boot, yet it will expand to 17" which is larger than the 16.25 you need, so this size should work great for your boot.

please note that the amount a boot will stretch varies on many factors such as the type and quality of the material and workmanship, I cannot guess if these stretchers will work for your boot or not. but many customers have had lots of success with the product (see feedback).

also there are a number of commercial and homemade leather stretching liquids/sprays available when you search online.  these products can help your leather be pliable enough to stretch.  If you use a wet agent while stretching be sure to leave the stretcher in place until the boot is dry or it will shrink as it dries.  also please use products according to their instructions.  I cannot be held responsible for damage/discoloration caused by products used in conjunction with my stretchers.

also note the stretchers can exert a large force to your boot and it is possible to damage your boot if you apply to much force with the stretcher.
