Joseph Otto Flatter (1894-1988).  You can hear him interviewed in the Imperial War Museum Archives.  See Google.  There are also photos of the artist and examples of his work.

One of five works I hold.  Worked for the Ministry of War.  These are his propoganda works.  All of the works I hold came from the Rowley Galleries, Kensington Church Street.
