From my research, I conclude that this dress was made in Ecuador and is wool with a hand crocheted neckline and hand embroidered ladies on the front.  No tags found.

In great condition, no issues that I can find.

Flat across the chest measures 20.5 inches.

Length from shoulder to him measures 48 inches.

Flat across approximate waist is 27 inches.

Flat across approximate hips is 28 inches.
