Cossacks are members of present day and former (pre-Soviet) ethnic and cultural communities living in Ukraine and southern Russia. The Kuban Cossacks are wearing a low astrakhan hat(half size of papakha) that known as Kubanka, it's the main headwear for all Kuban Cossacks. This hat had the mass distribution of the Civil War in Russia, 1917-1923. In the WW I the kubankas spread in the cavalry of the Kuban and Terek troops, the Wild Division, Plastun units, and also were popular during the WW II.

Papakha, also known as an astrakhan hat in English, is a wool hat worn by men throughout the Caucasus.
There are two different Russian papakhas. One, called a papaha, is a high fur hat, usually made of karakul sheep skin. The hat has the general appearance of a cylinder with one open end, and is set upon the head in such a way as to have the brim touch the temples. Some of them come with ear flaps which can be folded up when not in use. The other called a kubanka, which is similar to the papakha, except shorter and with no ear flaps.
Kubanka - low astrakhan hat, headdress of the Kuban Cossacks. The Kubankas have received a mass distribution since the Civil War in Russia. In the WW I the kubankas spread in the cavalry of the Kuban and Terek troops, the Wild Division, plastun units. The Kuban Cossacks who crossed over to the side of the Red Army cut their hats and changed their cockades to red ribbons or red star badge in order to distinguish their Reds from the White Cossacks, who also wore them, but with white ribbons or cockades.
