Measurements explained:
The lower the rise, the bigger the waistband measurement. (e.g a high rise W28 pair of jeans may have a waistband measurement of 28 or 29 inches. Low rise W28 jeans may have a waistband measurement of 30 or 31 inches). This is because the waist is generally more narrow than the hips, where low rise jeans sit.
Equally, if the inseam length appears shorter than the label size, it's because they're cropped or ankle grazer length.
