I have seen this figure as a hard plastic bank but NEVER seen it in this form.

when you lift off the hat it reads on top of his head: NOT NOW STUPID!  IN CASE OF FIRE!
has the small foil JAPAN label on base as well as the original Penney's price tag.
no nicks; no chips; no repairs.
colors are strong and vivid.
near mint plus to mint
no flaws.
circa late 1950's to early 1960's.
