The book was published by Liberia De Manuel Porirua S.A. on November 22, 1963.  The title is translated as "Scenic and Archaeological Trip Through the Mexican Republic 1829-18434"  by architect Don Carlos Nebel.  It was printed in a numbered edition of 1000.  This volume is #0091.

Carlos Nebel (18 March 1805 to 4 June 1955) was a German engineer, architect and draughtsman best known for his detailed paintings of the Mexican landscape and people during the battles of the Mexican-American war.

This particular book was presented to the renowned brain surgeon James Poppin for some unknown occasion, perhaps a retirement or move.  The entire flyleaf is signed by what appears to be prominent Mexican citizens.  The only signatures I could make out appear to be a lawyer, a journalist and an Olympic swimmer.
