This is a gorgeous vintage dress! very rare find.   I am not an expert in vintage fabrics or clothing.  Based on my research I believe the fabric is circa 1940s or 1950s Taffeta? Acetate ? Cold Silk? With a Rayon Velvet-Velveteen collar and fabric covered buttons.  Stunning multi-colored stripes are beautiful.  The collar and buttons are midnight blue Velvet-Velveteen type fabric. 

Waist is 28 inches and the skirt has 2 pleats on each side.

Two hidden pockets (no rips.)

Front 21 inch metal zipper.

Length from shoulder to hem approximately 59 inches.

Bust measures approximately 38 inches.

Full sweep long skirt 184 inches at the widest part of the hand stitched hem.

Small snap at the waist is in tact and functions but very loose and needs to be stitched.  3.  Blue velvet-velveteen insert has small holes approximately 1/2 inch from the seam,  not visible from the outside of the dress. 4.
