This is an antique portrait brooch. Made in the late 19th Century the brooch may be a portrait of Mary Queen of Scots and was a Scottish souvenir. The frame of the picture is oval and carved and dyed horn.  The picture is painted ceramic. It has a simple metal pin  C clasp typical of the period but not as secure as a modern brooch. The brooch has a loss on the reverse see photos.
