You are looking at a remarkable rare piece of the soviet art of propaganda. 

     This 100% original  poster was issued in MOSCOW 1983 in the Soviet Union. 

     It says: " SAFE GUARD YOUR PIONEER TIE - IT'S THE SAME COLOR AS RED BANNER ! "
