This is a large, 2-1/4" bronze medal commemorating British Queen Victoria's Diamond Jubilee, 1837-1897. On the front there is a profile of Queen Victoria dated 1897 (MDCCCXCVII).
On the back is a younger Queen dated 1837. All writing is in Latin.
